get a little tea light candle, light it and drip the wax into the holes for the fins and fill them up with wax. this will stop water getting in and delamming your skate.
1. don't leave it in the sun or it will melt and run out.
2. yes you can ride it without fins
3. don't ask why i'm on the internet at 7.30 in the morning....

7.30am working.... LOL I would just see how you go riding finless personally I hate it, however others love it & won't ride anyway else. It defo should have come with fins if the model has them . All boards skates or wakeboards come with fins as standard if the model has um, therefore I would contact where you purchased from if new if you want or need the fins, they should be able to help you out. They may have just fallen out of the box. Normally they are standard holes depending which one it is ?

have fun ...

riding with fins makes landing tricks much easier because they give you grip in the water, and they can force you to pop your tricks off the water instead of spinning crappy surface shuvs which is a good thing.

that said, i like riding without fins because it's harder. that may sound weird but i'm happier in the knowledge that when i stick a trick it's me doing it rather than the fins keeping me in check - and i have more pop than beyonce mutha foos!!
